To review minutes of the GP meeting held 14/09/09

 

 

The minutes of the meeting held on 14th September 2009 were accepted as a true record.

Matters arising: none
Street furniture: review of recommendations

  1. If the twinning goes ahead, all the entry signs will need to be changed, so this can be left for the time being
  2. Speed limit repeaters are a legal requirement. PC Dixon to be contacted regarding further legal considerations.
  3. Following discussion with HCC regarding 20mph requests for Kingsclere, it was advised that they would look more favourably on extending 30mph into current 40mph areas such as at Basingstoke Road. This is to be looked at again after the SLR trials starting on 10th November.
  4. To be referred to next OM for full consultation. Clerk to send reminder for all Cllrs to review report.

Estimate for work at the cemetery
We have received an estimate of £465 to clean up and fence off the area where spoil was being dumped.  It was agreed to accept this estimate.  One of the bins at the gatehouse could be moved to this area if found to be required.

Wildflower Meadow Maintenance
The report from Hampshire Wildlife Trust said that the meadow was in good shape, although there was rather too much ragwort.  However, Sarah Ball didn’t think this was a problem as no animals are grazing there.
25 person-hours of raking had been done and thanks for everyone involved to be recorded in the Minutes.

Flowerbeds in The Square.
Comment had been received that the bed outside McColls was looking ‘sad’ and that in the other bed, one of the grasses should be moved away from the rose.
It was agreed that 2 mahonias be planted in the small bed. Cllr Goff to purchase
Notice Board at the Fieldgate
Cllr Bates had requested a board be placed by the bottle bank.  It was agreed that if this was solely for centre events, then it was up to them to purchase it.  KPC could consider a grant towards costs when monies from previous grants is fully expended.
Land at North Street
Last year Cllr Bates with Sentinel organised the clear up of this small patch of land, owned by Sentinel, residents are now complaining that it is again getting untidy.  A notice on the gate saying that it is private property had deterred some from doing anything about it.  After some discussions of possible solutions, it was agreed that the best thing would be to pass the issue back to Sentinel with recommendations to contact local residents and the Primary School direct. KPC has no interest in this piece of land.
Rolling List

  1. The bridges project is progressing but Basingstoke & Deane are imposing many conditions upon their grant which the Clerk is dealing with. Land Owner consent has been given.
  2. Village Guide is waiting delivery which is being organised by the Cubs and Scouts, this item can now be moved to the backlist.
  3. Cllr Porton to contact the Head of the school for a progress report on play areas
  4. Chair had attended a ‘Greening’ conference and was now awaiting a model to follow
