3/10.5 | MATTERS ARISING OM 5.1 Churchyard trees: Cllr Peach moved a resolution “to ratify the decision taken at the General Purposes Committee meeting on 8th March 2010 to change the previously presented schedule of tree works at St. Mary’s churchyard from a staggered 3 year rolling programme of work to pollarding the lime trees on a 3 year rotation and tackling other work ad hoc and individually presented to committee as and when required”. It was explained that this would mean an unbudgeted expenditure in the current financial year, but reduced expenditure in subsequent years. This was agreed unanimously OM 5.2 Salt/grit bins: 7 locations had been suggested. The Clerk is seeking funding from HCC though she believes they will fund only 3. OM 5.3 Mowing & Maintenance contract: was awarded to the contractor Kieron Beattie. OM 5.4 Bridges: this work has been completed and thanks were given to the Clerk and the volunteers who had worked on them. Volunteers are still needed to remove some wood and other rubble from the site. OM 5.5 Annual report: Cllr Goff must have reports by 24/4/2010 | |
3/10.6 | HIGHWAYS MEETING REPORT Chairman reported that following the failure of Hampshire Highways to consult on speed limits, he had met with Andrew Kettlewell and County Cllr Chapman to discuss the issue. It has been agreed that further speed measurements will be taken on the B3051 and Newbury Road with a view to establishing a 30mph limit from Knowle Hill to the bypass; 20 mph through the village to the end of Swan Street; 30 mph from Winchester Road past the stables; 40 mph to the last dwellings and then 50 mph on White Hill. 3/10.7 | TELEPHONE CONTRACTS As a parish council can only make payments by cheque, there are few companies other than BT to choose from. Unicom seems to have the best prices, estimated @ 30% lower than BT. They offer an 18month contract and it would need to cover all 3 lines. A breakdown of full costs is needed before any commitments are made. |

3/10.8 | SEEDA APPLICATION - FUNDING Cllr Goff sought the agreement of the council to sign as agents for the Kingsclere Young Peoples’ Centre to achieve the aims of the bid and the objectives of the company”. This does not commit the council to anything as the funding has to be drawn down by the company with invoices, showing that proper tendering has taken place. 3/10.9 | HOLDING FIELD WORKING PARTY Cllr Smith put forward a number of concerns about the building of the Youth Centre. Cllr Woodman said that the architect was working on the design. Once this was done, the revised planning application can be made and can be viewed at the Parish Office or online and comments could be made during a period of 8 weeks. Consideration would be given to ways of making the application more widely available. | |
3/10.10 | HEADS OF AGREEMENT BETWEEN BASINGSTOKE & DEANE BOROUGH COUNCIL AND KINGSCLERE PARISH COUNCIL. A recorded vote was called for. The following Cllrs voted in favour to accept the Heads of Agreement as the basis of a lease for the Coppice Road Site:-
Cllrs Bates; Goff; Kay; Peach; Potts; Savin; Smith; and Woodman. Cllr Osselton in purdah. The motion was carried. | |
3/10.11 | HEADS OF AGREEMENT BETWEEN KINGSCLERE PARISH COUNCIL & KINGSCLERE YOUNG PERSONS’ CENTRE Cllr Smith wished to withhold consent to these, pending public consultation. Agreed. Cllr Goff pointed out that PVI required a copy, so it was agreed (not CO) that a draft could be submitted to them, but that this matter should be held over till the next meeting after public consultation. | |
3/10.12 | KINGSCLERE COMMUNITY ASSOCIATION Cllr Bates reported that the chairman has resigned and the centre is being run in an ad hoc fashion. Work is being carried out on a business plan and other documents required to approach Basingstoke for the granting of the lease on a peppercorn rent. Much more help is needed. | |
3/10.13 | TWINNING A committee has been formed with Sue Watson as Chair and Lesley Farey as Secretary. The Secretary is sourcing grants for signs, etc. Some 5-6 Cormicy clubs/societies will be visiting for a reconnaissance and then a return visit will be made. Our sports clubs need to be encouraged to become involved. It was informally agreed to give the committee a £200 grant, pending the completion of a request form. | |

| At 8.36 recess was resolvedLouise Porton reported that she had discovered that direct marketing, such as an email sent to around 70 parishioners by Cllr Potts, is not permitted in elections. Anyone found guilty of corrupt and illegal practices can be fined/ imprisoned/disbarred for up to 5 years. It is also illegal to send or post election material which does not show the names of the promoter and printer. She was forwarding her evidence to the police. 1 Janet Bond asked if it was legal to ask anyone to forward an email to someone who has not given consent. She congratulated the council on the new bridges, but asked if mesh might be put up to stop toddlers’ heads going through 2 Maria Meredith wanted details of where Cllr Potts had got the information he had sent out 3 Jackie Hiscock lamented the disappearance of Kingsclere’s previously excellent community spirit by this divisive campaign. Busy Bees has done everything required of it 4 Becs Hart said how much she was looking forward to the new building, which was the right thing to do. 5 Diana Tait asked the purpose of the sheds at the allotments. These are to give shelter to all plot holders and as a swap shop and secure seed store. A combination lock would be used for security. This is grant funded. Out of recess at 8.52 | |
3/10. | POLICE LIAISON PC Dixon reported that the main criminal activity on the patch was theft from sheds and outbuildings, with some criminal damage. 6 vehicles had been seized for no tax or insurance. 2 new Neighbourhood Watch schemes had been set up. | |
3/10.18 | CHAIRMAN’S REMARKS Cllr Woodman noted that he was now a full-time carer for his wife and almost 75. He does not wish to be nominated as Chairman at the AGM and he will not stand for re-election as a councillor | |
