2 | HOLDING FIELD PROJECT The Chairman said that there has been a lot of misunderstanding and misinformation about the project and he therefore read a factual account of the progress of the project, noting the number of public meetings held and the fact that all Holding Field Working Party meetings were minuted. He addressed the question of possible alternative facilities, showing why each was unsuitable. He further addressed questions of funding and why there was no liability to the Parish Council. (Full statement at end of these minutes) The Chairman then sought questions from Councillors. Cllr Baker asked whether the quoted running costs contained an element for depreciation and was assured that this is the case | | 4/10.7 | PUBLIC MEETING HELD ON APRILTHE 2010 Cllr Bates had stated that the council wishes to build the Youth Centre, but it was important to bring the village together, so why not have a referendum so as to draw a line under the matter. There was a show of hands of at least 15 attendees at the Public Meeting in favour of this. However, the parish council can only run what is described as a Parish Poll, which takes place on one day only from 4-9pm, with no postal or proxy votes. The Clerk is to contact Basingstoke & Deane for further information. The proposed wording of the question is “Kingsclere Young Peoples Centre Limited proposes to construct a building to house a pre-school, youth club and youth football storage facilities on land on the Holding Field to be leased from Kingsclere Parish Council.
Are you in favour of this proposal? Yes-No”

4/10.9 | HEADS OF AGREEMENT BETWEEN KPC & KYPC LTD It was agreed to send the Heads of Agreement to KYPC Ltd for examination. This was not a commitment to anything. PLANNING: no report At 8.13 recess was proposed and resolved Len Potts: There are 2 covenants on the Holding Field; one which says the land can only be used for sport & leisure and the other that no new buildings can be erected. Has the Parish Council broken these covenants? Has the Turnbull family given permission? Richard Smith: was concerned that depreciation was not built into costs. Also expressed concern over the validity of 592 signatures as he thought some could be invalid by virtue of age restriction or residency. (Clerk confirmed that signatures needed verification)
Ursula Taylor: The ground rent for the Busy Bees has not been set (It is a peppercorn rent, shared with the Turnbull family)
Steve Taylor: why was there only one mention of Len Potts in the minutes of the last meeting? Janet Dixon: Would it be possible for the 12-18 year olds to be able to give their views on the parish poll. ( The Clerk agreed to check the legality of this proposal) £1500 for maintenance was included in the calculated running costs. Cyril Turner: Noted that he appreciates the work of the unpaid councillors but disliked the way Len Potts had been treated by former councillors. Jim Gibb: How would voter identity be validated? (a ‘suitable document’ should be provided). It was suggested that people retain their poll cards from the General Election Reg Dixon: discussion of the running costs of the building has been done to death! Janet Bond: defended herself against accusations of being a bad loser made by Messer Potts and Taylor saying their remarks were out of order. The public vote for the Parish Council to make decisions for them, and they should be congratulated for their work. The costs of yet another vote will surely show themselves up in increased council tax

4/10.15 | COUNTY COUNCILLOR Cllr Chapman reported that he has sent his annual report to the Clerk. There is little going on at present because of the elections, but HCC was attempting to make £100,000,000 available for much needed road repairs. It has been discovered that temperature probes 18 inches below the road surface actually went below freezing this year which they have not done before. This may account for the scale of the damage.
There will be restrictions on grants in future.
There is now an Act in force re: care of the over-65’s, the costs of which are not yet known.
North Hampshire has been short of outdoor facilities for young people, but an ex-army facility called One Way’s End is now to be used by the Scouts and HCC with lottery funding to develop this new outdoor centre near Aldershot. It has access to the Basingstoke Canal. CLERKS REPORT: No items raised this month. ACCOUNTS FOR PAYMENT The accounts paid/presented were considered and approved and the Quarterly Bank Reconciliation was reviewed. Chairman’s statement regarding the young peoples centre and pre-school Public Meetings and information Mid 2006 – all youth organisations invited to meeting. Result - Hilary Best agreed to take the project forward to investigate possibility of putting a building on the Holding Field. July 2008 – BB & YC held a Fete on Holding Field to raise funds where the plans were displayed Autumn 2008 – Public meeting held at request of then councillor Jim Gibb. May 2009 – Public meeting to show revised plans which included the possible Sure Start facility. Every meeting of the HFWP has been minuted and progress reported on at the monthly PC meetings.
Other facilities Peter & Paul Club – 2006/7 Alan Denness and Len Potts looked at the possibility of locating a drop in centre there but were turned down as the diocese did not want to have tenants in the building.
Apr 2010 –The YC trustees have visited the building and have stated that it has been completely gutted and is in need of serious renovation. There is no water, gas or electricity on the site, and all cabling, lighting, water and gas supply have been removed. The building would not comply with Part L of the Building Regulations 2006 and it would be difficult and costly to introduce a green heating system. There is a step in the building of about 16 inches and a false floor has been installed which would have to be replaced as it has rotted. There are only two windows to the building, not designed to be opened, so artificial lighting would be a permanent feature during occupancy with very little natural light. The trustees estimated that to bring it up to standard would require far more funds than the YC has available. 24 Swan Street – The Borough have stated to the YC trustees that they would be unwilling to let any part of the building for the use of the YC
Fieldgate was looked at by HCC as part of their investigation into BB funding request. They stated that in their opinion the KCA would have to invest at least £60,000 to bring the building up to HCC standards before they would even contemplate funding a young peoples centre there. They also showed concerns regarding the bar and adult sport facilities.
Since the public meeting (15th April 2010) the Directors of the Company have been told by KCA that their idea is to build a separate building to house the BB adjacent to the present FG building. This would mean new plans and planning permission, the raising of capital funding which, from experience, could take over 2 years. How would this help the Fieldgate in its present troubles? What guarantee would there be that the FG wouldn’t fail in the meantime and the project would have to be abandoned and money spent lost. HCC Children’s Services want the preschool to support the Sure Start scheme at Bishops Green by providing an enhanced pre-school centre in Kingsclere. This requires the centre to be adjacent to or within 250m of the school.
Finance The building is being constructed by Kingsclere Young Peoples Centre, a company with charitable status in which the Parish Council has no interest. Both the major funders stipulated that the project had to be built and run by a charitable trust. The building will be administered by the Company and can only be sub-let to the BB, YC and FC. To protect the other venues within the village it can’t be let out to any other groups The Parish Council will have no other financial commitment to this project other than the balance of the £35k capital funding agreed at the PC meeting in April 2009. This Parish Council will NOT take action in the future to shore up the Company. This Parish Council will NOT ask the parishioners of Kingsclere to fund any shortfall in the Companies finances through their council tax. HCC Children’s Services require a claw-back clause in the lease to protect their investment, that allows them, in the event of Busy Bees having financial difficulties, to take over the lease and run the pre-school themselves for the balance of the 25 year lease.
